"Brendan Freeman, chairman of Melbourne Parish Council, congratulates the parish clerk Norman Hill on receiving the AQA Certificate Distinction in Local Council Administration.
Norman obtained distinctions in more than 20 of the 26 modules examined in the National Training Strategy for the accreditation proving competence in the role of a town or parish clerk. To date 24 of the 204 parish clerks in Derbyshire have obtained the qualification with only two receiving a distinction.
Having a suitably qualified clerk is one of the four mandatory tests a parish council has to pass to become a 'Quality Council' capable of providing a greater range of local services.
Norman thanked his mentor, Brian Woods of the Derbyshire County Training Partnership, for his support in completing the portfolio, which has taken all his spare time over the last year."
