GOVERNMENT LEGISLATION,
COVID-19 EMERGENCY SAFER PUBLIC PLACES
M E L B O U R N E

IN VIEW OF THE RECENT UPROAR REGARDING EMERGENCY ROAD LAYOUT PROPOSALS WHICH WERE PROPOSED FOR MELBOURNE, TO ENSURE MEMBERS OF THE PUBLIC COULD SAFELY PASS WITHIN THE 2-METRE RULING AS SHOPS AND BUSINESS REOPEN TO HELP THE ECONOMY, I QUOTE BELOW THE MESSAGE RECEIVED TODAY 23 JUNE 2020 FROM DERBYSHIRE COUNTY COUNCIL
BY MEANS OF CONFIRMATION, IN LIGHT OF A PROSPECTIVE GOVERNMENTAL CHANGE ON THE SOCIAL DISTANCING GUIDANCE AND BECAUSE OF THE POTENTIAL IMPACT OUR PROPOSALS FOR TEMPORARY TRAFFIC MEASURES WOULD HAVE IN MELBOURNE, WE HAVE TAKEN THE DECISION TO PUT THE IMPLEMENTATION ON HOLD.
OBVIOUSLY, IF THERE IS A CHANGE IN THE COVID MEASURES WE WILL REVIEW THE POSITION AND KEEP YOU INFORMED

UNDER GOVERNMENT LEGISLATION EMERGENCY MEASURES, THERE IS NOT THE NEED FOR CONSULTATION NOR THE TIME TO COMMUNICATE: ESPECIALLY IN THESE UNPRECEDENTED TIMES -  STAFF ARE WORKING REMOTELY.
HAVING RECEIVED NUMEROUS MAILINGS AND TELEPHONE CALLS, ALL ACKNOWLEDGED FULLY, I FORMALLY REQUESTED DERBYSHIRE COUNTY COUNCIL AT THE WEEKEND TO PUT MATTERS ON HOLD, KNOWING THEY HAD A DUTY OF CARE UNDER THE LEGISLATION.  IT IS ON MY HEAD AS THE ELECTED MEMBER THAT THE COUNTY COUNCIL HAVE AGREED TO THIS ACTION.  SHOULD THERE BE A SECOND COVID WAVE, MEASURES WILL BE TAKEN IMMEDIATELY.

ON A PERSONAL NOTE, I SAW THESE TEMPORARY MEASURES, AS MELBOURNE’S OPPORTUNITY OF TRIALLING A ONE-WAY SYSTEM – REQUESTED BY MANY OVER THE LAST FEW YEARS – FREE OF CHARGE. THESE EMERGENCY PROPOSALS WERE TEMPORARY AS I TOLD MANY PEOPLE.  TO INSTALL A PERMANENT ONE-WAY SYSTEM, THE COUNTY COUNCIL WOULD HAVE TO GO THROUGH A NUMBER OF PROTOCOLS – CONSULTATION, ADVERTISEMENTS IN THE PRESS, LEGAL ISSUES AND, OF COURSE,   AN AVAILABLE  B U D G E T.  I SINCERELY HOPE THE MELBOURNE TOWN TRAFFIC REVIEW WHICH HAS BEEN WORKED ON OVER THE LAST TWO YEARS IS NOT NOW IN JEOPARDY.
